Recent controversy surrounding the Surfactant Positive Airway Pressure and Pulse Oximetry Trial and the Office for Human Resource Protection’s judgment that its informed consent procedures were inadequate has unmasked considerable confusion about OHRP’s definition of research risks. The controversy concerns application of that definition to trials comparing multiple treatments within the existing standard of care. Some have argued that it is impossible for such trials to pose research risks on the grounds that all risks associated with a standard-of-care treatment should (...) instead be considered risks of treatment. However, analysis of OHRP’s definition demonstrates that some risks in such trials can be research risks. (shrink)

It is far more inclusive in many respects than The Philosopher’s Index.The Database of Classical Bibliography (DCB) is a long-term project sponsored by the N.E.H., the American Philological Association and others to make the full contents of APh accessible from a CD-ROM either from individual PCs or on a local network. Unlike the Thesaurus Linguae Graecae, the DCB CD-ROM comes with its own search software (DCB CompLex) on the disk. This software is set up both for IBM and MAC machines, installs quickly, and operates extremely well. The manual gives clear instructions both for general use and for detailed search strategies. CompLex enables the user to search DCD in many different ways; e.g., by ancient or modern authors and works, by titles, publisher, place of publication, year of publication, journal, modern language, or series name, as well as by APh volumes, years, page numbers, rubrics, and topics. It can also search by any word in a modern language (i.e., in Roman characters) or for words in a Greek index. And CompLex enables one to perform more complex searches utilizing wildcards and Boolean operators in a user-friendly form.DCB Version 2, containing Volumes 45–60 (1974–1989), fulfills the editor’s initial commitment to make a new release available each year with the addition of three to five years, since it includes four years of APh (1973–74 and 1988–89) not on Version 1. Also new in Version 2 is a French interface and manual.DCB has faults, however. It repeats mistakes that appeared in the print version of APh and contains other mistakes that did not originate in APh. Many were noted in reviews of Version 1, but this should not be surprising in a work of such magnitude as either APh or DCB. What is perhaps disturbing is that errors noted in Version 1 have not been corrected in Version 2, though it would not seem difficult to make use of the information provided by careful reviewers.Nevertheless, DCB is a terrific scholarly tool. For fifteen years, the authors have been working together on what they call, following the convention established by Gregory Vlastos and his associates, "Socratic philosophy." The project of Socratic philosophy is to reconstruct and assess the philosophic beliefs, doctrines, and arguments of Socrates from rigorous examination of Plato's early dialogues. Whereas Vlastos and others have believed that the philosophy so extracted is that of the historical Socrates, Brickhouse and Smith "are agnostic about whose philosophy is accurately represented in Plato's early (...) dialogues" ; and their more particular contribution to the discussion has been to argue, again in contrast to others who work on Socratic philosophy, that a consistent philosophy can be derived from the plain sense of the words, without either convicting Socrates of logical blunders or having recourse to irony, humor, or any other literary or dramatic mode of explanation. Thus they are rebels in the Socratic philosophy society. This is their second jointly authored monograph, and, like Socrates on Trial, it builds on a number of jointly authored articles. (shrink)

Increased global attention to early childhood education and care in the past two decades has intensified attention on the education of infants and assessment of their learning in education policy. This interest is particularly evident in the focus upon infants in the early childhood curriculum frameworks developed in recent years in many countries. To date, there has been little examination of implications of this policy/curriculum emphasis in relation to its possible implications for how infants are understood. In this article, using (...) Levinas’ notion of ethical encounter, we present a critical reading of curriculum for infants. Drawing on his ideas of the ‘Other’, ‘responsibility’ and ‘unknowability’ we argue that the rapidly growing corpus of knowledge about infants and their inclusion in education policy and curricula texts, has the potential to narrowly define educators’ responsibilities and prescribe pedagogies in ways that may have unintended consequences. Using the Australian National Quality Framework (NQF) and its associated Early Years Learning Framework as examples, this article highlights the tensions inherent in a system that aims to provide equity, consistency and certainty, premised on a particular ‘knowing’ of the infant. We draw on Levinas’ ideas about ‘said’ and ‘saying’ to propose ways of working with policy and curricula texts that recognise that they can offer only partial understandings of the possibilities for infants’ learning. Commentators have tended to focus on the conceptual framework of our article, the contrast between genetic and associative accounts of mirror neurons, and to challenge it with additional possibilities rather than empirical data. This makes the empirically focused comments especially valuable. The mirror neuron debate is replete with ideas; what it needs now are system-level theories and careful experiments – tests and testability.

This article argues that mirror neurons originate in sensorimotor associative learning and therefore a new approach is needed to investigate their functions. Mirror neurons were discovered about 20 years ago in the monkey brain, and there is now evidence that they are also present in the human brain. The intriguing feature of many mirror neurons is that they fire not only when the animal is performing an action, such as grasping an object using a power grip, but also when the (...) animal passively observes a similar action performed by another agent. It is widely believed that mirror neurons are a genetic adaptation for action understanding; that they were designed by evolution to fulfill a specific socio-cognitive function. In contrast, we argue that mirror neurons are forged by domain-general processes of associative learning in the course of individual development, and, although they may have psychological functions, they do not necessarily have a specific evolutionary purpose or adaptive function. The evidence supporting this view shows that mirror neurons do not consistently encode action “goals”; the contingency- and context-sensitive nature of associative learning explains the full range of mirror neuron properties; human infants receive enough sensorimotor experience to support associative learning of mirror neurons ; and mirror neurons can be changed in radical ways by sensorimotor training. The associative account implies that reliable information about the function of mirror neurons can be obtained only by research based on developmental history, system-level theory, and careful experimentation. Black, Alan W The Rationalist Press Association, which was one of the original sponsors of the British Humanist Association, was also one of the influences which helped to bring the New South Wales Humanist Society into being. The immediate event which triggered the formation of the latter society was the visit to Australia in 1959 of the American evangelist, Billy Graham. Bill and Daphne Weeks, two Sydney school teachers who were members of the Rationalist (...) class='Hi'>Press Association, felt the need for an organisation to promote humanism in Australia. Even prior to the Graham visit, they and others of similar persuasion had been writing to the ABC Weekly urging the Australian Broadcasting Commission to include humanist views in its programmes. In fact, however, nothing could be more appropriate. The science of ecology is directly relevant--even essential--to the ethics of the environment: the human/nonhuman dynamic is contingent upon the identity of human beings, the essence of natural systems, and the interactive relationship between the two. As an environmental philosopher, it was this realization which directed me to the life sciences. [End Page 119]I recommend that environmental philosophers read Craige's book for at least three reasons. First, as just mentioned, the science of ecology addresses some of the necessary conditions for developing an environmental ethic--the ontology of natural systems and the relationship of biota (including Homo sapiens) with the abiotic environment.Second, and more specifically, Odum is a scientist of special concern to environmental philosophers--not to mention moral philosophers and philosophers of science--with his reticence to take seriously the is/ought (or fact/value) gap first identified by the great David Hume. As is widely known, philosophers and scientists who maintain the existence of such a gap contend that it is logically impossible to derive value-laden statements, such as ethical statements, from value-free statements, such as factual statements. According to this line of reasoning, the only way to move from the observation that human activity is causing species extinction to the imperative PRESERVE SPECIES! is another normative assumption that anthropogenic species extinction is bad. Thus Odum is at loggerheads with Bertrand Russell when the philosopher writes: "... questions as to 'values' lie wholly outside the domain of knowledge. That is to say, when we assert that this or that has 'value,' we are giving expression to our own emotions, not to a fact[.]" Siding with Russell against Odum, many ecologists refrain from making ethical (and hence environmentalist) injunctions.What makes Odum especially fascinating is that he recovered from the hangover of Modernity which numerous scientists and philosophers still suffer from: the inability of moving from descriptive science to prescriptive ethics. As Craige remarks over and over again, Odum moves easi-ly between ecology and environmentalism (p. 64): "His inclusion of human beings in ecosystems turned ecosystem ecologists into environmentalists--that is, advocates of policies and social behaviors protective to the natural environment--erasing the line traditional to Western thought between science and politics" (p. 45. F. H. George is Professor of Cybernetics at Brunel University in England. His book comprises eight chapters originally developed as lectures for a non-specialist audience. He points out the position of computer science among the sciences, explains its aims, procedures, and achievements to date, and speculates on its long-term implications for science in particular and society in general. Among the topics discussed are biological simulation and organ replacement, automated education, and the new philosophy of science. Each chapter concludes with a (...) brief summary. George's treatment of the technical details of his speciality is both illuminating and readable, thus serving as an excellent primer on one of the new technology's most important components. His wider forays into philosophy, economics, sociology, and religion are less happy, however; and unfortunately they take up a large part of the text. In general, they reveal that George identifies the methods of human advancement with the methods of the natural sciences in an equation whose rigidity would make even B. F. Skinner blush. Yet, the reader cannot claim that he was not forewarned; for in the introduction, D. J. Stewart, Chairman of the Rationalist Press Association, suggests that the current "swing of interest among young people away from the physical and biological sciences and towards the behavioural and social sciences... represents a symptom of disillusionment with science and technology and an attempted escape into irrationality."--J. Reasons without Rationalism has two related parts, devoted to action theory and ethics, respectively. In the second part, I argue for a close connection between reasons for action and virtues of character. This connection is mediated by the idea of good practical thought and the disposition to engage in it. The argument relies on the following principle, which is intended as common ground: " Reasons: The fact that p is a reason for A to ϕ just in case A has (...) a collection of psychological states, C, such that the disposition to be moved to ϕ by C-and-the-belief-that- p is a good disposition of practical thought, and C contains no false beliefs."In effect, reasons are premises for episodes of sound practical thinking whose other conditions already …. Rationalism, Platonism and God comprises three main papers on Descartes, Spinoza and Leibniz, with extensive responses. It provides a significant contribution to the exploration of the common ground of the great early-modern Rationalist theories, and an examination of the ways in which the mainstream Platonic tradition permeates these theories. -/- John Cottingham identifies characteristically Platonic themes in Descartes's cosmology and metaphysics, finding them associated with two distinct, even opposed attitudes to nature and the human condition, one ancient and 'contemplative', (...) the other modern and 'controlling'. He finds the same tension in Descartes's moral theory, and believes that it remains unresolved in present-day ethics. -/- Was Spinoza a Neoplatonist theist, critical Cartesian, or naturalistic materialist? Michael Ayers argues that he was all of these. Analysis of his system reveals how Spinoza employed Neoplatonist monism against Descartes's Platonist pluralism. Yet the terminology - like the physics - is Cartesian. And within this Platonic-Cartesian shell Spinoza developed a rigorously naturalistic metaphysics and even, Ayers claims, an effectually empiricist epistemology. -/- Robert Merrihew Adams focuses on the Rationalists' arguments for the Platonist, anti-Empiricist principle of 'the priority of the perfect', i.e. the principle that finite attributes are to be understood through corresponding perfections of God, rather than the reverse. He finds the given arguments unsatisfactory but stimulating, and offers a development of one of Leibniz's for consideration. -/- These papers receive informed and constructive criticism and development at the hands of, respectively, Douglas Hedley, Sarah Hutton and Maria Rosa Antognazza. This review discussion examines two recent works on Gandhi, Richard Sorabji’s Gandhi and the Stoics: Modern Experiments on Ancient Values, and Ram Guha’s Gandhi Before India. The review makes the point that we can see Gandhi’s unusual philosophical method at work if the two books are read together. Sorabji has argued that it is essential to understand Gandhi’s philosophy before we can assess the consistency between what he thought, believed and did. Michael Oakeshott criticises rationalism in politics because it excludes everything that is not grounded in and justified by theory. Theoretical knowledge, according to Oakeshott, isn’t capable of absorbing the given diversity because it operates in different categories than the reality it seeks to grasp. As a consequence, rationalism reduces politics to problem- solving activity. Oakeshott’s formula for the return to autonomous politics is its emancipation in civil association, a framework constituted in terms of common recognition of general rules within (...) which politics in the form of conversation is to be exercised. Corrective to Oakeshott’s utopian project is given by Michel Foucault’s thought where it is best shown how common institutions, norms and laws are a result of very complex power relations. (shrink)

       As is appropriate for an introductory text, Douglas Burnham’s book opens with a chapter providing general background information on Kant, a systematic overview of the whole Critical philosophy, a sketch of the basic issues dealt with in the third Critique, and an explanation of the overall structure of Kant’s book. Here and throughout Burnham’s book each section ends with a helpful summary, with diagrams and other convenient “lists†being supplied along the way for (...) added clarity. For the most part, these summaries are reliable. The author’s interpretations, however, occasionally suffer from some rather unfortunate mistakes. For example, when contrasting the categories with the principles (p.14), Burnham cites the principle of non-contradiction as the primary example; yet Kant’s expressed reason for mentioning this “principle†in A150- 3/B189-93 is to contrast it with the principles that function as applications of the categories. Likewise, while Burnham’s catalogue of the four “parts of sensibility†(pp.13-14), composed by grouping imagination (reproductive and productive) together with sensation and pure intuition, makes for an intriguing interpretation, especially as applied to the third Critique, he does not inform his (unknowing) student reader that the position he presents is far from being expressed so unambiguously in Kant’s text.        The main content of Burnham’s book is divided into five chapters that follow a more or less predictable – though sometimes rather idiosyncratic – order. Chapter 1 explains three of the four “moments†of beauty, but does so in a manner that wholly neglects Kant’s own understanding of their architectonic unity. Burnham discusses the second moment (universality) first, the first moment (disinterestedness) second, and the fourth moment (necessity) third! Moreover, he then devotes the entirety of Chapter 2 to a discussion of the third moment (purposiveness).. (shrink)
